2. IN PARA FOUR OF REF A, MR. VIEM CLAIMED TO HAVE OBSERVED TWO
GROUPS OF AMERICAN PRISONERS SHORTLY AFTER THE "TET OFFENSIVE" IN
1968. THE SOURCE REPORTED THAT SIX DAYS AFTER THE "TET OFFENSIVE" HE
OBSERVED TWO CAUCASIAN PRISONERS AT A COMMO-LIAISON STATION ALONG
ROUTE 12. THE SOURCE PROVIDED HEARSAY INFORMATION THAT A THIRD
PRISONER, A BLACK MAN, WAS ALSO CAPTURED WITH THE TWO CAUCASIAN
PRISONERS. ANALYSIS INDICATES THE INFORMATION PROVIDED BY THE
SOURCE COULD CORRELATE TO ANY OF THE THIRTY AMERICAN MILITARY AND
CIVILIAN PERSONNEL KNOWN TO HAVE BEEN TCAPTURED DURING THE "TET
OFFENSIVE" BY VIETNAMESE FORCES OPERATING IN THE HUE CITY AND QUANG
TRI AREAS; HOWEVER, THE INFORMATION PROVIDED IS INSUFFICIENT TO
ESTABLISH A CORRELATION WITH ANY SPECIFIC LOSS INCIDENT.
3. MR. VIEM LATER REPORTED HE ALSO OBSERVED TWO FEMALE AMERICAN
TEACHERS WHO HAD BEEN CAPTURED IN HUE FOLLOWING THE 1968 OFFENSIVE.
INITIAL ANALYSIS INDICATES A PROBALE CORRELATION TO REFNO 1031, A
RESOLVED CASE.
A. REFNO 1031: ON 1 FEBRUARY 1968, MS. MAJORIE NELSON, A CIVILIAN
DOCTOR, AND MS. SANDRA RAE JOHNSON, A CIVILIAN TEACHER,

WERE CAPTURED BY VIETNAMESE FORCES IN HUE CITY. THUA THIEN-HUE
PROVINCE, VIETNAM. THE WOMEN WERE RELEASED FROM CAPTIVITY ON 31
MARCH 1968 AND RETURNED TO U. S. CONTROL.
B. JTF-FA FILES INDICATE REFNO 1031 IS THE ONLY LOSS INCIDENT INVOLVING
TWO WOMEN CAPTIVES WHICH OCCURED IN THE HUE-QUANGITRI AREA
DURING 1968. THE DETAILS OF THE CAPTURE OF THE WOMEN AND THE
PERSONAL DECRIPTIONS PROVIDED BY THE SOURCE CLOSELY MATCH THE
CIRCUMSTANCES OF LOSS ASSOCIATED WITH REFNO 1031.
